Yes Abbott has reusable cylinders of helium for all your balloon needs.
Helium is the second-lightest element (hydrogen being the lightest) and has a gaseous specific gravity of 0.138, making it much lighter than air. It is a colorless, odorless, high thermal conductivity, lowest boiling point (-452F), low molecular weight, small molecule size and tasteless inert gas. Its principal source is a natural gas well where the helium is extracted from the crude natural gas stream and purified.
Helium is used in welding, analytic equipment, balloons, deep sea diving, leak detection, and in it's cryogenic state for super cooling.
